Cannot Start This Hardware (Code 39) - Consistent USB detection errors

Many of my USB devices will simply not work.
 This error occurred after I did a simple XP SP2 update.
 The printer and external hard drives are recognized, but my camera, wireless mouse + keyboard combo will not work.
 I consistently get this error message:
(even when connecting a simple joystick which requires no 3rd party drivers)
 
There was a problem installing this hardware:
USB Human Interface Device
Windows cannot load the device driver for this hardware.
 The driver may be corrupted or missing.
(Code 39)
 
I have removed the device(s) via Device Manager, restarted the computer and scanned for hardware changes, and I still cannot get past the error.
 I have also uninstalled the software for the specific devices & reinstalled.
 
I have also used several registry cleaners, and nothing seems to work.
 I believe this problem may stem from an incomplete SP2 update.
 (Although my computer seems to think the SP2 update completed successfully per the System Information) I have tried to
reinstall the SP2 update, but to no avail.
 I have also updated my intel usb drivers for my motherboard.
 I also cannot install SP3.
 Please help!  This is so frustrating.
 I have to use PS/2 adapters to get my keyboard & mouse to work!

  1. Access the files on your computer via MY COMPUTER
  2. Under the C: drive, access the WINDOWS folder
  3. Select the SOFTWARE DISTRIBUTION folder, followed by the DOWNLOAD folder.
  4. Delete any files within this download folder.
  5. If you are unable to delete these files, open the command prompt (CMD) as the administrator, and type "net stop wuauserv" into the CMD prompt window. Press ENTER. This should allow you to delete the files from step 4.
  6. Once the files are deleted, open and run the CMD as the administrator and type "wuauclt.exe /updatenow". Press ENTER.
